MOSCOW (AP) -- Russia's UN Ambassador Sergei Lavrov launched a scathing attack on a recent smoking ban at the United Nations, saying in a newspaper interview published Tuesday that he refuses to be told what to do by Secretary General Kofi Annan.
Annan signed a directive banning smoking in all UN premises starting Sept. 1, apparently to eliminate the risks associated with secondhand smoke.
But in an interview with the daily Izvestia, Lavrov -- who is a smoker -- said Annan did not have the authority to stop diplomats from smoking.
"The secretary-general, of course, can give orders to his subordinates, but hardly to members of diplomatic missions, Lavrov said. "This building belongs to all members of the United Nations, the secretary-general is just a hired manager."

Now if some elected and non-elected officials in the US would get it through their heads that private businesses do not belong to anyone but the owner, we just might get some where.
